syntax: Drop support for shebangs ...

Shebangs are useful for writing scripts, but they assume an install of
NewLang separate from the application.

I don't plan to support that, only bundling of NewLang and its scripts.

docs: Clarify that we mean code points, not characters

Change license to LGPL-2.1-only

docs: Change Begin* To Start* ...

I just find this much easier to remember.

docs: Replace StartNote/Text with BeginNote/Text ...

I'm not sure how I consistently got this wrong.
If Start is more natural than Begin maybe we should use that instead.
