To make software license auditing simpler, use SPDX[0] license
identifiers instead of duplicating the license text in every file.

NOTE: Files that have been imported by FreeBSD have not been modified.

Use the generic delay timer instead of having a specific platform
file for configuring it.

MT8173 platform code is incompatible with RESET_TO_BL31, add #error
directive to prevent the case.

We also move mt8173_def.h and plat_private.h to include directory, and
remove some unnecessary code.
